Description:
Educational faculty members and students at UBC are invited to meet a team of researchers and students from East Normal, China on Nov. 19 between 12:30 and 2:30 pm in PCN 2012. The meeting will take the form of a research salon. Two faculty members, Dr. Jie Zheng, and Dr. Xingyuan Gao from East Normal will share their work – see bio and topics here, followed by dialogues among all participants about their research, including topics, and approaches to research and the challenges they have faced in our respective context. We hope to build transnational understanding and connections, and spark ideas through the research Salon. Dr. Hongxia Shan will facilitate the meeting.

Title: State formation, globalization, and the internationalization of higher education in China
Abstract:
Moving beyond viewing the internationalization of higher education (IHE) as merely a response to globalization, this presentation situates China’s experience within the broader context of higher education, the nation state, and globalization. Drawing from literature on education and state formation, I argue that IHE policy has been a crucial element in China’s modern state-building process. Through a historical, social, and cultural study of national IHE policies between 1949 and 2019, I examine how these policies have represented state needs and played a role in the formation of official ideologies and collective beliefs. Complementing this macro-level policy analysis, I present findings from multi-year empirical research conducted across different Chinese higher education institutions (HEIs). The research reveals the significant tensions and challenges that arise when national policies are translated into institutional practices. The presentation concludes withrecommendations for policy-making and practices in relation to IHE and higher education development in China and other similar contexts.

Title: The Dance of Professionalism and Managerialism in Educational Systems
Abstract:
This presentation introduces an innovative educational simulation, featured in Chapter 2 of the book, The Dance of Managerialism and Professionalism: A Fresh Perspective on Educational Systems and Reform. The simulation is designed to provide participants with a tangible experience of Karl Weick’s Loose Coupling Theory by modeling the inherent tension between Professionalism and Managerialism in educational organizations. Organizational roles in the activity are constrained by a paradox: the inverse relationship between Professionalism (proximal knowledge and relationships with children) and Managerialism (systemic leverage and top-down power). The resulting gameplay patterns illuminate the complex dynamics created by this fundamental organizational disconnect, raising critical questions about the conditions necessary for alignment and successful systemic reform.
