Mongolia’s higher education landscape presents a paradoxical situation, marked by significant growth in the higher education system and a substantial number of graduate degree holders; yet, there is an evident deficiency in its research output. This raises a fundamental question: Why does a country with so many doctoral degree holders still lack the research capacity? This paradox underscores problems with the quality of doctoral education within the country. My study aims to provide a research-informed direction for doctoral education in Mongolia to ultimately strengthen the country’s research capacity in alignment with its unique socio-economic context. My research aligns with the UN’s Sustainable Development Goals, which emphasize strengthening the scientific and technological capabilities of developing countries through locally established doctoral training. My study makes a significant contribution to the global discourse on doctoral education by incorporating diverse perspectives, exploring research traditions beyond Western contexts, and acknowledging the distinct challenges encountered by developing countries, especially those undergoing societal transformations in post-socialist regions.
