An anti-colonial analysis of the Surry School District’s racial equity strategic plan.

Abstract:

The purpose of this research is to examine how Canadian K-12 public education racial equity policy may function to reproduce the oppressive social, historical, and political forces it claims to challenge. This thesis conducts a qualitative content analysis of Surrey School District’s Racial Equity Strategic Plan 2023-2028, through an anti-colonial discursive framework, to research how capitalism, colonialism, imperialism, and white supremacy may be overlooked within attempts to achieve racial equity in education. Specifically, this investigation focuses on how hegemony may be reinforced through the implementation of educational racial equity policy due to persistent power inequities embedded in the text which function in opposition to policy goals. This research delves deeply into investigating historical educational policies in British Columbia’s public schools in order to understand how educational policy has affected Indigenous, Black, and racialized communities in the past and how these outcomes endure today. This research finds that in order for the Surrey School District’s Racial Equity Strategic Plan 2023-2028 to improve the equity outcomes of its target populations, it must acknowledge and address the normative colonial structures and values that enforce educational domination over and oppression of marginalized communities beyond the dimension of race. Racial equity and anti-racism policies must incorporate initiatives of critical structural reform of education systems that seek to address the root cause of racism, such as capitalism, colonialism, imperialism, systemic whiteness, and white supremacy, in order to meaningfully and holistically address racism for Indigenous, Black, and other racialized communities within K-12 public schooling.

PhD Journey – From Comps to Candidacy

Description: This session is intended for PhD students to help them understand two important milestones in their PhD journey – Comps and Candidacy. You will learn why students write Comps, at what stage of their PhD journey, how to prepare, how to successfully complete and defend them, and how to move from Comps to Candidacy (what does the process entail in terms of timeframe and requirements). The session will begin with input by Professor Metcalfe, which will be followed by a panel discussion by PhD candidates that Yotam Ronen will facilitate. The session will provide a great opportunity to understand these processes from a faculty as well as students’ perspectives.

Join Yotam Ronen as he takes us through an introduction of citations software, what are they for, what you can do with them, what you can’t. This workshop will focus on Zotero — a citation management software — but many of the lessons from this example can apply to other citation management software.

Speakers:

Beth Applewhite is the acting District Principal of Equity, Diversity and Inclusion with the Burnaby School District. B.C. born and raised.  She has been unrelenting in her determination to challenge the status quo and create equitable experiences and spaces that both acknowledge racial bias and celebrate personal and cultural identities.  Beth recognizes that most folks value diversity, equity and inclusion.  The challenge is encouraging them to be vulnerable enough to explore and reflect on their own biases, practices and rituals that contribute to school/district culture. Beth has been recognized for her work, including the B.C. Lieutenant Governor’s Community Achievement Award (2019). She was nominated for a YWCA Women of Distinction Award (2020) and has been nominated for a Premier’s Award in Education (2020/2021). She has also been named one of the 100 Accomplished Black Canadian Women (2020/2021).

Kenneth Headley is the District Vice Principal of Racial Inclusivity and Equity in the Maple Ridge School District.  He is also a Vice Principal at Maple Ridge Secondary. Kenneth completed his Bachelor of General Studies in Canadian Studies and Sociology at SFU.  He completed his B.Ed. at SFU as well as his master’s degree in Educational Practice, looking at integrating cultural narratives. Kenneth has been a moderator on #bcedchat for 6 years moderating conversations on race.  Kenneth taught in Surrey for 9 years before becoming a Vice-Principal in Maple Ridge.

Description:

Beth and Kenneth draw on lived experiences to inform their practice in antiracism education. In their presentation, they seek to move beyond definitions and awareness to honest personal reflection and authentic personal goals.  Participant voice is encouraged, appreciated, and respected. The speakers look forward to walking alongside UBC teacher candidates, learn and grow together.

Research and Activism: Lessons learned from the Last Warning educational campaign to draw attention to ecocide and genocide in Brazil

The Amazon holds a unique place within the living fabric of the Earth. Its significance to the climate emergency and the wider extinction crisis is attested by science, while its role in the cultural imagination of environmental movements is unparalleled. An educational campaign about the importance of, as well as threats to, the Amazon rainforest and Indigenous rights in Brazil was lunched last summer. The Last Warning educational initiative is an extension of a long-term research collaboration between the Huni Kui Indigenous People’s Federation in the Amazon and researchers from the Department of Educational Studies at UBC, including Dr. Vanessa Andreotti, Dr. Cash Ahenakew, and Dr. Sharon Stein.
