Abstract:
Policy co-development was ushered in as a new approach to working with Indigenous Peoples at the federal level after Canada’s election in 2015, but the process itself lacks clear definition, and raises question of agency for Indigenous Peoples. In her role as Director of Language and Culture for the Assembly of First Nations, Miranda Huron took part in the co-development of the Indigenous Languages Act from 2017 to its enactment in 2019, but the process left her with questions. Huron’s research explores the evolving power dynamic at the legislative co-development table, and aims to use document and interview analysis to deepen the understanding of how consensus was discussed, imagined, and enacted under the co-development process that led to the creation of the Indigenous Languages Act. Huron utilizes the evolving understanding of how the policy problem of language revitalization was defined to track defining moments of power dynamics at the policy co-development table. This work is a step in understanding modern Indigenous policy relations in Canada.
