Bio: Dr. Yilin Pan is an economist who specializes in economic evaluation methods, including cost-effectiveness, cost-benefit, and cost-utility analysis, as well as impact evaluation and Bayesian statistics. Leveraging these methodologies, Yilin has worked with a wide range of stakeholders – from governments to educational institutions worldwide – to foster inclusive, systematic, and transparent decision-making in education. Her work aims to ensure effective, efficient, and equitable resource allocation in education. Since 2019, Yilin has served as a technical expert for both the Strategic Impact Evaluation Fund (SIEF) and the Education Finance Thematic Group within the Education Global Practice at the World Bank. Before joining the World Bank, she was a part of the Center for Benefit-Cost Studies of Education at Columbia University for seven years. Yilin earned a B.A. in English Literature and Linguistics and a M.A. in Higher Education at Tsinghua University, and a Ph.D. in Economics and Education at Columbia University.
